ci: fetch the nip44 crate for release builds

Browse Source 
Adds a fetch-nip44 composite action (clones 2ro/nip44@v3 into ../nip44)
and runs it alongside fetch-nym in the linux/windows/macos jobs, so the
`nip44 = { path = "../nip44" }` dependency resolves on the runners.
