2ro cf9f491bb5 Restore Approach section + Foundation-free nav; self-host resources CSS
The earlier combined commit was blocked mid-run, so re-apply the homepage
Approach section and the unified nav (Focus/Approach/Resources/Contact/Email).
Move foundation.css into resources/ since the foundation dir was removed.

2ro 8727002e44 Restore Approach section; remove Foundation from site; unify navbar
- Revert the accidental Approach-section removal (restore homepage Approach)
- Remove the Foundation page for now (recoverable via git history; Typst
  sources retained in houston-labs-foundation/)
- Standardize the navbar across all pages: Focus / Approach / Resources /
  Contact / Email us, brand links home

2ro 17563697c1 Foundation: retire whitepaper & operating-principles docs, drop adoption-gap framing and product mentions
- Remove 'The Adoption Gap' whitepaper entirely (PDF, web section, TOC card, nav)
- Remove the 'How We Work' Operating Principles doc entirely
- Strip all adoption-gap language from mission, overview, manifesto, and the
  Civilian Zero Trust about sections
- Remove manifesto sections: 'The law is our only boundary' and 'escape the dark age'
- Remove all product mentions (Goblin, Bidwars) from the overview
- Renumber Contents; rebuild affected PDF/UA-1 PDFs

2ro 1eee465828 Add free Resources page: Civilian Zero Trust series
Publishes the three-part Civilian Zero Trust series (Primer, Phase One,
Phase Two) as free advisory content at /resources/, with accessible
PDF/UA-1 downloads. Adds a Resources nav link to the homepage and
Foundation page.

Source docs: about/identity sections rewritten to represent Houston Labs
as the technological R&D company it is (not a 'security publisher'), framing
the series as part of its free advisory and education work.
