* refactor delegations list to include separate delegation and pending delegation item
* show tooltip on delegation with unbonded node
* feat(wallet): add operating cost in delegations list
* add additional state to check for unbonding event
* disable actions when pending unbond event
* add request and type guard for pending unbond event
* add mixnode_is_unbonding to delegation item type
